Yes, of course.
When you boot in rescue mode, its like your PC booting from a Windows-install-CD instead of your hardrive.
Your "C:" isn't your hard drive, but your CD !!!!
So, your / (root) and (example) everything you find in /etc/.... isn't your harddisk, but the rescue boot drive !! (whch is not a real physical harddrive !)
This is why you should "mount" your hard drive (mount all your partitions !) first.
Then, in /mnt/ you will fnd your root directory structure - and (example) in /mnt/etc/ you will find your /etc directory which is on your hard disk.
