Use the World (U$) language link, or the US language link.
They will ask you for identity proof, which takes around a week if you react fast. I am from germany, too.
But expect a waiting time of about few weeks after you have paid. I have paid on 2nd November, till now the server is not setup and the Support told me there is no ETA.
