Email address was updated 2 days ago in portal. However, notification emails of server reinstall/reboot are still going to old email address, even though billing notification emails are going to new email.

Make a ticket in the server's Manager. That's how you contact support. This is a user-to-user forum.
Also : use the "certificate-option" in the (same) Manager of your server. That way you will never be needing any mails from KS anymore (which contains the root's password ...). You could access SSH using the private certificate as "root" - no passwords needed.
Rescue mode ? You won't need the mail anymore ....
Etc.
PS : so, yes, you could take control of your server right away (after re install with SSH certificate).
